WHY GOVERNOR BARASA COULD SPEND FIVE YEARS CLEANING UP.
THE re-absorption of 147 revenue clerks that were fired at the tail-end of the Former Kakamega Governor's tenure back poses a new headache for Governor Fernandes Barasa.
It's with no doubt that the Governor is walking a tight rope righting the wrongs of a 10 year regime is no walk in the park. Look.
These clerks and others were sacked on claims that they were tools of theft, pilferage and plunder of thousands of shillings collected from source as revenue.
After the sacking, they collectively moves to court, it was held that their sacking was unprocejural and illigal as it went against the natural rules of Justice.
The court held that the dismissed workers were not given sufficient time to be heard and that the accusations the county relied on to sack them were as a result of "guess work".
The new Administration of Governor Barasa is now walking a tight rope as sins of the Former regime come to haunt it as new challenges emerge as time runs.
Be it as it may, the records and institutional memory still stands, denying a government revenue is a sin punishable by law especially for an administration that is not a year old, it's like starving a new born off oxygen.
The severity of the judgement has begun biting this government obviously 150 workers coming back is not that easy! What the governor will not admit publicly is his management skills are on the cross.
The path to a soft landing is narrow but the consequences of missing it are severe. The Oparanya administration, especially in it's second term muddied operations at the county and it will take more that five years to drain the swamp.
At eshikumo2030.blogspot.com, we hold that the present administration is being very lenient, that leniency will boomerang, the county Government, like the National one that inherited a mess must come out and speak on what they found in the cookie jar.
Governor Baraza appears to be failing to meet the expectations of the many people who supported him in the course in terms of employment not because he is mean but all he found at the office is permanent and pensionable or individuals on lengthy contracts stretching beyond 2023.
The case of the Revenue Clerks being just the tip of the icebug has lifted the lid off worms that if not handled well will gnaw at this administration this entire first term.
At campaign, the rallying call was "we want a manager who can manage resources not a noise maker" little did, 'we' know that the resources to be managed were not there that they had been mismanaged!!
It is dawning on "us" that the much hyped employment promises privately or publicly are not forth coming not by design but due to circumstances, there appears to be a vaccum deliberately created by the silence of not opening up to the public.
This administration appears caught between a rock and a hard place, the many debts, the many court cases, the push and pull as time runs.
People regarded as good advisers as employed by this administration and holding those offices have sot of slowed down and retreated into comfort zones giving birth to 'wait and see'.
Like the prophets of yore, eshikumo2030.blogspot.com with the power of hind and fore sight, will highlight partinent issues in this administration going forward, our team will stand middle of the road to say things the way they are.
But as you read this it appears, Governor Fernandes Barasa has put people on his payroll to mislead him, to fear him, to praise him not to tell him the truth and to back pass him as they seek to lay their own foundations.
