Monsters like the infemous Shamakhubu Hospital, Butere Level 4, Madala Tea factory, Malava dairy and such others, ongoing without a budget were immediate concerns.
Its clear that by June 2022, Oparanya was still launching projects and employing knowing very well the wage bill had well crossed the constitutional cap of 41%.
Governor Fernandes Barasa was confronted with reality on finding out that even most bitumen roads had not been factored into the budget at the time of launching so difficult to pay.
By the time it was sinking in that he had inherited a skeleton, Governor Barasa, a human resource manager begun putting flesh on the skeleton to make it walk.

For instance in Butere, the incomplete Firatsi water project stands out as a sore thumb yet it's supposed to drive the Amathsi Khumuliango narrative in the six-point agenda.
Its clear that the contractor who was awarded the Butere level 4 hospital was also paid all the Ksh 130M project sum for the Firatsi project.
Audits expose a pattern of financial malpractice, including book tampering, large-scale theft by senior executives, bribery, suspicious bank withdrawals and conflict of interest, where procurement contracts were awarded to companies linked to top officials....
