County Youth Service and Women Empowerment Programme (CYSWEP) was established through Assembly as the Kakamega County Youth Service and Women Empowerment Act No. 5 of 2019 pursuant to Article 55 of the Constitution of Kenya promalgated in 2010.
The objective of the Programme was to offer training and short-term employment to Youth and women within the County sub counties.
Empowering youth and women of Kakamega is crucial for building sustainable and equitable societies, fostering innovation, and driving progress, requiring targeted interventions to address specific challenges and opportunities.
TOOLED: Service men and women under the CYSWEP program after receiving working tools from the government.
To this end, it was thought, an empowered women and youth are more likely to participate fully in the workforce, contribute to economic growth and create new businesses.
When women and youth of Kakamega are empowered, they can participate in decision-making, advocate for their rights, and contribute to a more just and equitable society.
Empowering women and youth is essential for achieving the Sustainable Development Goals, as they are disproportionately affected by issues like poverty, inequality, and climate change.
Empowered women are more likely to invest in their children's education and health, creating a positive cycle of development.
Youth and women are often marginalized and face unique challenges, including limited access to education, healthcare, and economic opportunities.
The CYSWEP Chain of comand: There is an attempt to adulterate this line.
The former CYSWEP Director Youth and Women Empowerment Programme Mr. Edward Osore was committed to the above objectives. Youth below 35 years under the program took part in paramilitary training. Thereafter both youth and women were allowed to be trained free at the County Polytechnics be it in tailoring, beauty therapy, agriculture, masonry, mechanical engineering, carpentry and joinery etcetera.
Under Director Wilson Alakonya youth and women in CYSWEP were encouraged to form Welfare Associations and Cooperatives to better their lives.
With able Coordinators across the twelve subcounties and an army of atleast 200 service men and women to boot for each, CYSWEP is a breeding ground for growth both political for the incumbent and economical for the perticipants.
The Coordinators, amongst them mobilizers, independent journalists, public speakers, propagandists, hedge trimmers, seasoned communicators, public relations gurus were carefully recruited in an intense process to boot.
Unfortunately, the current directorship seems for it's own reasons determined to have clawed back on the above-mentioned gains.
Training has collapsed, update has collapsed, Welfare associations have collapsed, Youth and women of Kakamega under the program are disillusioned and can't move back or forth.
Something must be done to return CYSWEP back to its former glory. The program is sliding in the dooldrums, it will not help the intended course if no urgent measures are taken to save it from the abbys.
The new Sports, culture and social services CECM and Governor FCPA Fernandes Barasa must move with speed to save this noble program from being the lame duck that it is scheduled to be and return it to the intended purpose. CYSWEP, the first line of defence, must not die.
