To mask the fraudulent schemes, financial statements were manipulated and bribes were taken in terms of 10 to 30 percent depending on the work load. 

The Firatsi project, located on the boarder of three wards was restarted recently after an audit two years ago and is almost complete to actualize Amathsi Khumuliango. 

Projects like Shathsala market remain stalled because audits show that inefficient and harpharzad expenditure of Ksh 200M paid to a contractor who took off in July 2022 and is unable to finish. 

The supposed Butere Smart dairy has audits running into millions of shillings from the previous administration with books of account smelling of heist. 

The story of Madala tea factory reads like plain thef. Only land was bought at a cost of building the whole factory so on paper it was available but on the ground only land and a sign post. 

Governor Barasa has however restarted the complete Butere Community Hatchery under the Ministry of Agriculture with two new brooders and high breed eggs for the community to pick from there. 

He has, with the limited resources created three new Administrative units of BUTERE, Malava and Matunda Municipalities that he hopes will fly once the World bank is able to fund them. 

The municipalities remain his biggest headache because they too can burn his fingers if there is nothing tangible from them by the next election.

Already in the three administrative units, the government is collecting updated revenue levies on the higher side despite that no services from the Municipalities are being rendered. 
Last month's announcement by the apex body the COG that it's members would be forced to shut down counties due to non remittance of close to Ksh 71 Billion by Nairobi, is a clear indicator that there is a deliberate scheme to frustrate focused Governors like Kakamega's Fernandes Barasa. 

This move is a two-edged sword that will cut both the Ruto Administration and impact negatively on County bosses despite the focus. 

The Governors must stop these threats and ultimatums, this is a matter that must be resolved now not 14 days they should tell Nairobi unequivocally that the constitution is very express on devolution.
