GOVERNOR BARASA WALKS OUT OF OPARANYA'S SHADOW BOLDLY.

TAUNTED as a political weakling, a green horn with only management skills at election, Kakamega Governor Fernandes Barasa is fast metamorphosizing into a political chase master.

If events of the past two weeks are anything to go by, then it's clear the County boss has walked out of his predicesor's shadow and has no regrets.

Governor Barasa has come out publicly to tell off Ex Governor Whyclife Oparanya and some of his blind backers who thought they will "run the county from back door".

Shooting from the hip in an offensive that threatened Oparanya to the core, the county boss, elucidated several short comings that his government inherited.

In what appeared to be a candid revelation by a man who wants to break up chains of cartels and not to be held at ransom, the Governor revealed that stalled projects whose payment was however complete were the order of the day.

For instance Governor Barasa said, to mask the fraudulent schemes of  large-scale theft stemming from irresponsibility, the county would have gone under had it not elected a Manager with prudent financial skills.

From Manda Shivanga in Malava to Manyala in Butere, markets, roads, economic stimulus projects like factories that were to help locals were used as baits to fool the World Bank donors.

Governor Barasa let it all out and that has not been responded to by Oparanya or his puppets who appear suffering and missing carrying money in bags at the expense of development.

THEN AND NOW: BUTERE Level 4 Hospital begun without a budget and stalled during Oparanya's sunset years. INSET The magnificent product about to be launched.

The story of Shamakhubu Hospital is a mirror of Oparanya’s corruption, betrayal, and failed leadership in Kakamega.

Launched in the 2015/2016 financial year under Governor Oparanya and then CEC Health Elsie Muhanda, the project was allocated Kshs. 199.14 million and scheduled for completion in July 2017. Shockingly, by that date Kshs. 195.30 million (98.1%) had already been paid out — yet all that stood at Shamakhubu was an incomplete open hall.

Instead of demanding accountability, Oparanya’s corrupt administration revised the contract upwards to Kshs. 229.14 million and extended the deadline to 2022. Still, the hospital was abandoned — no fencing, no gate, no landscaping, no electricity, no plumbing, no painting, not even doors or windows.

By the time Oparanya exited office, a staggering Kshs. 391.91 million had been paid out — way above the original contract plus variations — leaving Kshs. 162.77 million unaccounted for. That money was looted. What remains at Shamakhubu is not a hospital, but a ghost structure overrun by bats, mongooses, and snakes.

Today, it is Governor FCPA Fernandes Barasa who is cleaning up this mess. He has set aside funds to complete Shamakhubu Hospital, ensuring that after years of theft and false promises, the people finally get the facility and healthcare they were denied.

The truth is undeniable: Oparanya’s legacy is looting and stalled projects. No Mega project was completed under his leadership and today people have been told by his girlfriend (aged like his daughter) that he spent the loot buying cars, houses and other Emoluments.

By making the revelations, Governor Barasa has proved dangerous in the real sense of the word and is ready to take on critics factually.
