Governor Fernandes Barasa’s key actions and initiatives over the past three years (2022–2025) in Kakamega County. 
✅ 1. Water Infrastructure Development

Bukura Market Water Project: Commissioned a high-capacity system collecting 11,600 L/hour and filling a 50,000 L tank twice daily. Over 300 households in Butere Sub-county now have access to piped water.

Savona Water Project – Phase 3: Extended water supply from Savona Plant to Milimani reservoir, increasing daily capacity by 6 million litres, enhancing access across multiple wards.

 2. Roads & Urban Development

Bushiangala–Eregi–Lusiola Road: 9.3 km road upgraded to bitumen standard, improving linkage between Kakamega and Vihiga Counties.

Harambee–Khaunga Road, Matungu: Ongoing upgrade to bitumen to improve connectivity in Matungu Sub-county.

Matungu East Roads: Additional road infrastructure works launched in Matungu East, including feeder road upgrades.

Municipality Status Upgrades:

Malava: Elevated to full municipality status to attract infrastructure investment and create local jobs.

Butere & Matunda: Newly designated municipalities, opening up urban infrastructure expansion, service delivery improvement, and economic growth.

 3. Health & Social Services

Shikusi Health Centre: Fully renovated under “Barasa Care”, with a modern maternity wing and expanded staff capacity.

Matungu Level IV Hospital: Construction of a new maternity wing underway.

Butere Level IV Hospital: Upgraded and expanded health infrastructure to serve a broader patient population.

County Bursary Programme: Launched with an annual allocation of KSh 240 million (2024), supporting needy students, polytechnics, and ECDE centres.

 4. Agriculture & Food Security

KSh 9 Billion CIDP Allocation (2023–2027): Major investment targeting agricultural transformation and food security.

Subsidized Fertilizer Distribution: Rolled out top-dressing fertilizer to vulnerable farmers, especially in Matungu and surrounding areas.

Stakeholder Collaboration: Facilitated partnerships with farmers’ groups and agribusinesses to strengthen productivity.

 5. Trade, Markets & Industrialisation

Stock Rings Development: Modern stock rings established or rehabilitated to support livestock trade and economic livelihoods.

Modern Public Toilets: Erected at key markets to boost hygiene and sanitation.

Market Infrastructure Support: Improvements in local trading spaces to support SMEs and women traders.

6. Governance & Revenue Administration

Monthly Executive Service Reviews: Regular assessments of county projects to track progress, unblock delays, and align implementation.

E-Revenue System: Implemented digital systems aiming to raise KSh 2.2 billion in own-source revenue by improving efficiency and transparency.

 7. Youth, Sports & Community Empowerment

Governor’s Cup: Sponsored grassroots sports development with over 1,000 teams and 35,370 participants, promoting cohesion and talent development.

Youth & Women Empowerment:

Promoted beekeeping initiatives.

Trained over 4,000 Community Health Promoters.

Supported grassroots economic projects in agriculture, health, and enterprise.
