GOVERNOR FERNANDES BARASA IS WELL AWARE.

The County Government of Kakamega finds itself in a debt sinkhole as a result of poor management of the previous administration under Governor Wycliffe Oparanya, and poor oversight from the then Senator - Cleophas Malala.

In the 2020/21 budget Senator Malala flagged the following items in the budget.

1.  Madala Tea Factory: Required ~Ksh. 150 Million; allocated only Ksh. 20 Million.
2.  Malava Dairy Plant: Required Ksh. 140 Million; allocated only Ksh. 40 Million.
3.  Lugari Maize Milling Plant. Funding cut to zero shillings.

These projects, alongside major undertakings like Bhukungu Stadium, Kakamega Level-6 Hospital, and Butere Level-4 Hospital, requiring billions to complete, were inherited by Governor Barasa's administration.
Malala exploited the situation for personal gain. Rather than demanding fiscal responsibility from the Executive, he could incite MCAs to reject the budget, only to later broker a deal with Governor Oparanya for its passage. 

Governor Oparanya's strategy of initiating numerous capital-intensive projects, prioritizing his legacy over their long-term financial viability has placed a burden on his successor  - Fernandes Barasa. 

The critical question remains: why launch projects with the foreknowledge that they could not be completed within his tenure, thereby shackling future administrations with crippling debt?

Another question, why sponsor a group of aspirants to incite the public that Governor Barasa is not delivering when you know he is spending almost everything on paying your debts?

EX Governor Wycliffe Oparanya fooled the people of Kakamega with grand speeches and glamorous ground-breaking ceremonies, only to leave behind a legacy built on debt, deceit, and deliberate looting. Billions meant for development were channeled into politically convenient projects that were never completed, while critical sectors like health, agriculture, and manufacturing were left to rot. Instead of genuine service delivery, Oparanya focused on polishing his image—leaving the real cost of his mismanagement to be paid by the very people he swore to serve. It was a betrayal masked in public relations and empty promises.

But when all seemed lost, Kakamega was blessed with a true servant leader—HE FCPA Governor Fernandes Barasa. A financial expert with integrity and calm authority, Barasa did not come to complain; he came to clean up. He has been paying debts he never incurred, pushing stalled projects back to life, and restoring accountability to a county that had been reduced to a personal business empire. ITALANYI, the economic redeemer, the silent force—came to clean the mess left by looters and restore dignity to the people of Kakamega.
