FOCUS: TECHNOCRATS SEEKING TO JOIN KAKAMEGA GOVERNMENT.


A look at applicants to fill the positions of Chief Officers reveals individuals whose history tells alot. 

Individuals, most who have excelled in previous positions while others did not shine as such.

The list of applicants who have been called for interviews tells stories of courage against hopelessness.

A search at the KNQA Website reveals Mr. Stanley Maindi as an accomplished and result-driven Technocrat. 

With over 27 years of experience in Technical, administrative and organizational skills, He is currently the Director Technical Services (DTS), KNQA having also served as a Deputy Director and HOD in charge of Planning Research, Outreach and Policy and Deputy Director, TVET.
Before joining KNQA, he served as the personal Assistant and Technical Advisor to PS, State Department of Vocational and Technical Training.
During his time as a Chief Officer in 3 different County Departments in Kakamega, the approachable and soft spoken Maindi was known for his strict adherence to time management and Chapter 6 of the Constitution. 

Mr. Maindi was credited for turning around the performance of Ministry of Education that was doing badly before.

Mr. Maindi holds a Bachelor’s Degree in Technology from Moi University, Master of Business Administration from the University of Nairobi and currently a PhD student in Strategic Management at Jomo Kenyatta University of Agriculture and Technology (JKUAT). 

He has attended several courses both locally and internationally including: Senior Management Course( SMC) and Senior Leadership Development Programme(SLDP)(Kenya School of Government); Advanced certificate in Developing Technical Education to Meet the MDGs ( Chennai India). 

Other include Vocational Training Curriculum Planning for Kenya (Republic of Korea);Coordinator Training for Tertiary Education – Industry – Government (T-I-G) Link to Develop Local Industry (Toyohashi University of Technology, Japan); Youth Business Initiatiation, Kenya (Peoples Republic of China) Project planning management (ESAMI-Tanzania) and Recognition of Prior Learning RPL (Canada).
The then Deputy Director Planning, Research, Outreach & Policy Stanley Maindi during a courtesy call by the Senior Technical Advisor -Young Africa Works- Kenya Mr. Ian Warrender at the KNQA offices. The meeting discussed the progress made in the implementation of RPL in Kenya.

The widely travelled Maindi is also Chair to various Committees including RPL National Implementation Committee(NIC), Human Resources Advisory Committee(HRAC), ISO Certification Committee, KNQA Council Board Paper and Document Secretariat, Editorial Team of the KNQA Magazine, ‘the Harmonizer’, PC Implementation Committee and a member of the Technical Working Group(TWG) a committee of the Inter University Council of East Africa (IUCEA) on Harmonization of TVET Qualifications in the 3 EASTRIP Countries, Ethiopia, Kenya and Tanzania.

A strict Christian, Maindi is a member of the Institution of Engineering Technicians & Technologists (IET).

It's interesting that technocrats with wide experience are lining up to take up positions to help Governor Barasa set up a delivery unit like no other. 

The encouraging trend shows that management skills, backed up by individuals with experience will see devolution spar.
