NEW CABINET: ALL EYES ON GOVERNOR BARASA AS CONTRACTS ELAPSE.
Opinion By James Keya
"Let him get politicians into cabinet to blend delivery and politics of development"
The new team, according to insiders and unlike the current CECMs and COs most who are teachers, could consist of politicians because the Governor has now boldened enough to run his course.
The outgoing cabinet apart from a handful of Chief Officers and one or two Ministers has consisted of lukewarm individuals who looked like they were gambling not sure about their roles.
The matter of unawareness creeped into the cabinet just one year ago with some individuals resorting to hire online mouths to shout accolades and praises to them in a bid to outshine their masters.
Executive wars have also been witnessed in cabinet with competing interests taking center stage with the aim of catching the eye of the appointing authority at the expense of delivery.
At constitution, most Kakamega residents hailed the cabinet as B+ and knew Governor Barasa had crafted a team of workaholics focused on his re-electtion pledges.
I don't want to say it has been a let down but it has not met the B+ (Plus) threshold to the chagrin of the appointing authority and the expectations of voters.
In six ministries for instance, Chief Officers have completly outshines the CECMs! They are running affairs of the Ministries like they are their own bosses, I might be ignorant about how governments are run please forgive my ignorance.
Governor Fernandes Barasa, unlike his predicesor Ex Governor Whyclife Oparanya, appears to have given his cabinet a free hand and freedom and trust to run affairs in conformity with the law because as a manager by training, he could not micromanage them.
The place that this government especially the cabinet has not done well is supply and procurement of goods and services this has put a bloat on the face of Governor Fernandes Barasa's commitment to job creation and all hopes are the new cabinet and the few who will retain their slots will check on.
Within the circles, there is satisfaction and agreement that the next cabinet should consist of politicians who can combine the power of the gab to the masses for the benefit of Governor Barasa's re-election and service delivery.
The next cabinet must understand and read from the Governor to be individuals who can bring people together despite past political affiliations and not divide the masses on who supported who at the past.
Although there are still gaps in governance, Governor Barasa has tried to live within his reelection pledges and Manifesto and as he unvails his second cabinet all eyes are on him, how he juggles politicians into cabinet and his six-piece agenda.
