SEAT: Butere Symbyo City. Where the Butere Municipal council will sit. 

TWO years into power, the Governor Fernandes Barasa's administration is at the tail end of setting up three municipalities in Malava, Butere. 

The advantages of municipalities far much outweigh the disadvantages and from an unknown governance expert, this article was first published in the Citizen Newspaper of Tanzania and outlines as such.

BENEFITS OF HAVING A MUNICIPALITY

● Access to Kenya Urban Roads Authority (KURA) roads’ infrastructure funding, to which the County is a contributor through the fuel levy but not an automatic beneficiary. Only gazetted municipalities benefit from this fund. ‌

● ‌Access to international funding is administered in Kenya such as the Kenya Urban Support Programs (KUSP), which is only accessible to municipalities. ‌

● ‌Globally, the world is structured in such a manner that it recognizes the special challenges faced by urban areas. Subsequently, funds have been set apart by global institutions such as the World Bank, BHC/FCDO the European Union, JICA, USAID, UKAID, the UN and virtually all others only accessible to gazetted urban entities such as cities, municipalities and towns. 

● Access to alternative funding means allowing limited county resources to reach more pockets of the rural areas as municipalities can now fend for themselves, especially for projects requiring huge capital outlays.

With such wide-ranging potential benefits for councils and residents, community action can change people's lives. However, it's worth noting that the benefits can take time to be realised and it may be difficult to attribute them directly to the council's role.

decreased demand for social care and/or low-level support.

People can become role models within their community. 

People feel empowered through learning new skills. 

Reduced social isolation or loneliness
improved quality of life and better response to crisis events.

benefit to local businesses, such as stronger local economy, reduction in reliance on welfare support, training and skills opportunities
Cross-cutting and wider community benefits

Increase in volunteering and the development of skills among volunteers. 

Better understanding of the social assets within the local community. 

Reduced duplication of services
closer or new partnerships across agencies
shared learning and joint funding 
making use of under-utilised community facilities or resources.

GUARDS INJURED AS ELSIE RUNS OUT OF CASH AT FUNERAL.

A   FUNERAL  in Butere has left three body guards of Kakamega Women Representative Elsie Muhanda hospitalised after youths demanded for money at the occasion. Drama ensued when Muhanda, currently eyeing to be Governor promised money to mourners at a funeral in Mulambo area of Butere Sub County. In her short speech to mourners, Hon Muhanda had assured mourners that she had money and she could use the same in her Guberbatorial bid and that they should not worry. After her speech she told mourners to line up for a token in which she started dishing out Ksh 50 per person present.  Excited women and youths who were at the occasion started chanting songs in her praise as Woman Representative as they gyrated to  isukuti .  SAFETY : Honourable Elsie Muhanda being whisked to safety in Butere when she ran out of cash at a funeral.  Soon after her speech, hell broke loose the local MP Tindi Mwale who had taken off earlier was not present to defend The Woman representative

MUMIAS LEVEL 4 HOSPITAL: SABOTAGE OR INCOMPETENCE?

LAST week we got an e-mail from a whistle blower at Mumias Level4 hospital narrating on goings there. From the mail, it appears there is a deliberate effort aither thru ommission or commission by those charged with daily running the institution to bring it down.  Those entrusted by the County Government see that the institution lives to its name of LEVEL FOUR appear to be determined to pull it apart. Locals have failed to get services from the institution dispite the county investing in its well being in terms of drugs and Budget. As a responsible media, we set out to get a comment from those mentioned in the ongoing at the institution.
