THE Multi million theft Machine that has seen Kakamega County loose millions of shillings in shoddy deals was relaunched yesterday by Governor H.E  Wycliffe Oparanya.

The governor held a consultative meeting with a team from UNICEF to discuss Imarisha Afya ya Mama na Mtoto popularly know as OparanyaCare program.

Despite that an audit by the AUDITOR General paints a grim picture of the previous expenditure, the Governor appreciated UNICEF for their support that he claimed has seen improved maternal health.
"OparanyaCare program is one of the projects I hold closely to my heart. I started the program to transform the lives of our people and improve on maternal health," said Governor Oparanya.

He said the Program which will be relaunched in March will include economic empowerment for the beneficiaries.

Like the failed One cow initiative that saw hundreds of cows die of foot and mouth disease, OparanyaCare was infiltrated by thieves who made false claims, registered ghost mothers and made questionable payments.

Governor Oparanya who was accompanied by his Deputy Prof Philip Kutima noted that some of the beneficiaries will receive free farm inputs to encourage them embrace farming to produce food for their own consumption.

Kakamega Senator Cleophas Malala has in the past questioned the rationale of abusing donor funds by warped recruitment of members by the Oparanya administration but no action has been taken.

Dr Edwin Lutomia, a Health Specialist at UNICEF said the Program has had positive impact in the County.

"We have scaled up the program to ensure it touches the lives of many people," said Dr Lutomia.

During the relaunch the Program will be extended to 14 additional health facilities.

Mr Fanuel Wemali, officials of OparanyaCare program among other senior officers attended the meeting which was held at the Governor's boardroom.
