WHY THE GOVERNOR'S SPOUSE 'OFFICE' IS GOOD BUT...
As you read this, there is an attempt by Kakamega County Assembly to enact a law setting up the Office of the Governor's spouse.
This office supposedly will be fully-funded by the county, occupied by the wife to the sitting governor and will be have staff.
According to information already in the public domain, this office, if established, will be directly under the Governor's office.
As you read this too, Kakamega Senator Bonny Khalwale, under standing order 53/1 is seeking first, a statement on the creation of such office by the Assembly and two, cause the Auditor General to cause investigation into financial implications in the run up of creating such an office.
If passed by the Assembly, the office of the spouse will apply to all subsequent elected county bosses and their wives that will come after Governor Fernandes Barasa.
The idea is two pronged it could be beneficial if not abused or could still turn to an ogre that county bosses and their wives will use to fritter resources.

For instance if a county was to elect a govenor with two or three wives, the law if enacted must specify explicitly how the three spouces will share the office.
It's been long because women, especially wives of elected leaders have been looked at as flowers, beautifying items and hangers-ons in public fuctions.
It was common knowledge to see a male elected political with a spouse in tow with absolutely no cut out duty.
With education and exposure and many women breaking the glass ceiling academically and ascending the social ladder, this law if enacted will go along way to be specific on the duties of the spouces.
For instance in Kakamega where the First Lady Jannet Kasili is a University Don having gone thru the education system successfully, it will be wasteful to expect her to accompany the Governor in all functions and pose for pictures withouteaningful input in the running of the county.
This law, if enacted will also lend credence to ability of the spouces in different fields of study not necessarily children and girl-child choruses that are the norm in the country.
The Assembly must make the law watertight in that the roles of the spouce does not collide with those of the Advisor to the Governor on men/women matters or youths.
At eshikumo2030.blogspot.com, it's our considered opinion that this move, if ached in the statutes of law must be for posterity and not prone to abuse by subsequent ciu tu bosses and their spouses.
Kakamega Assembly MCAS must move with speed and enact this law so that it is clear that service delivery emanates from two ends. The governor's and his spouse's and as long as it is explicitly clear and not prone to abuse, this law has delayed.
