ALL EYES ON GUV BARASA'S WATER PROJECT.
Water is coming out as a common denominator followed by health in ongoing engagements between the Governor, his cabinet and the people across sub counties.
From Matungu to Likuyani, the question and answer meetings, questions about "Timeliness" on Amathsi project dominate.
CECM for water, environment and Natural resources Mrs Peninnah Mukabane, his chief officer Justine Mutobera are coming out as the faces of the project.
Already, several steps have been made. According to Engineer Fred Atwa, the rural water company, based in Mumias and reactivated in February 2023, has made the following achievements so far.
1. Getting license from Wasreb as a legal entity wsp.
2. Getting strategic plan and business plan which gives strategic directions of the company
3. Acquisition of transport facilities eg vehicles and motorcycles for easy access to the consumers ( effective and efficiency service provision)
4. rehabilitation of water infrastructures in whole county ( currently we have over 30 water supplies operating).
5. Purchased and installed billing software.
6. Cashless operation in the company.
7. Paperless consumer bill (all consumers receive SMS bills through their phones)
8. Working on payments notification to consumers immediately after payment is made.
9. Hybrid power systems in most water supplies ( solar power/ electricity supply)
10. Development of structures including HR manuals policies and regulations for the company.

In the strategic plan and county CIDP and ADP, the company is targeting to increase connectivity to 8,000 per year for 5 years.
With a vibrant Board of Directors led by chairman Mr Peter Ingosi, the company in conjunction with the ministry of water is working and providing last mile connectivity which will ensure more access to water by customers hence Amatsi khumuliango as Governor's wish
Already the company has installed smart meter with the smart cards for water kiosk at one of the water kiosks as a pilot.

The challenges faced include limited resources and there are calls to increase the allocation in subsequent county budgets for the actualization of this project.
In the previous administration, Amathsi Khumuliango remained a pipe-dream despite that almost Ksh 599M was allocated and withdrawn between a contractor and cartels within the county.
It is hoped that the ongoing connection will not stop until all the 80,O00 house holds will be connected.
