COUNTY BURSERY: THERE IS NEED FOR AN AUDIT.

Rogue Admins and school Accountants fingered for colluding in theft. 

LAST month Kakamega County released Bursery to the tune of over Ksh 200M for grade 10 learners across schools after a regorous vetting exercise at ward levels.

This was in line with Governor Fernandes Barasa's promise for Education for all in his Manifesto and a pre election pledge that was to be met responsibly.

During vetting there were simmering complaints of complacent committees bent on warping the rules as set up by the Ministry to guide the exercise.

It was reported that a section of rogue Administrators cheered by equally rogue school Principals presented lists of ghost students in some assumed far-flung schools.

This was to buff up the numbers on applicants a fixed on the lists to attract extra cash channeled to the non existent beneficiaries thru the schools.

Some schools across the county known to have less than ten qualified beneficiaries were said to have been turned into greed centers for the phoney deals. 

After the cheques were released to the schools, there were also complaints that the school accountants did not issue receipts to students for the funds received.

This refusal or delay was said to be a clever way to have the cheques cashed clandestinly and shared amongst rogue officials. In some ares it is reported Administrators went into a buzz visiting the earmarked schools a share. 

To date some schools have not issued receipts for the funds received and there are calculated moves not to do so. 

It is high time an audit of the monies is done to establish that each coming from the County government went to the correct beneficiary and not in the hands of rogue officers. 

The Audit must also not just target all schools and student who applied and qualified for funding but all those who did not qualify and reasons as to why. 

It is sad that a noble idea by a well meaning Goverment like Kakamega County Under Governor Fernandes Barasa can be turned into a cash cow by corrupt individials to paint the government as inept. 

Investigation must begin at the Education CECM's office to the ward Administrators then to school Accountants and principals mopping up lists from the grassroots and details of why students qualified or did not. 

The mop up must be able to point out favouritism in the so called vetting committees and or individuals within the ranks of Goverment. Those who have gone to schools asking for kickbacks must be named and shamed. 

This is the only way people will realize the impact of the noble County Bursery kitty that has since lessened parent's burden in as far as Education is concerned.
