PAST GHOSTS appear to be resurrecting to haunt Kakamega Speaker Moris Buluma in his desperate bid at Matungu parliamentary race. 

At this rate the Independent contestant could find himself in hot water if letters from the Auditor General and EACC are anything to go by.
An Exclusive report by Kakamega County Assembly that formed the basis of the impeachment of disgraced Speaker Morris Buluma has leaked. 

The report by a 30 member committee gives a blow by blow account of said sins that the Speaker meted on the Assembly. 

The Ad-hoc committee chaired by Nominated MCA Phaustine Werimo put together a water tight case that could attract the EACC and DPP officers if pursued to the later. 

The report in the possession of @eshikumo2030 shows that close to 10 witnesses were called with tons of evidencial documents presented.
The chargesheet says Mr. Buluma, as the chairman Service board failed to ensure that statutory deductions were remitted thereby resulting to accumulating oversighted bills. 

To this end the Kenya Revenue Authority - KRA slapped the Assembly with a penalty of Ksh 14.5 Million in unremitted tax according to a letter dated 17/2/2021 to the Assembly. 

The report also says Buluma and his cohorts had on various dates raided the car loan and mortgage account, withdrew huge amounts and failed to reimburse the same. 

For instance close to Ksh 12 M was withdrawn on diverse dates for non existent workshops in Kisumu. On 21/12/2015, Ksh 5.5 M was drawn and not refunded Ksh 4.5 was also drawn on the next day for the same workshop. 

As if the past is coming back to haunt the beleaguered Buluma, the report accuses him, the Clerk and some accountants of depositing Ksh 90 million in a secret fixed deposit account on 6th September 2016.

This account according to the report was not known by the Assembly and that it is by law that public money should not be deposited in fixed accounts. 

The report also chronicles how Speaker Buluma has been drawing hefty transport allowances every month despite being provided with an official vehicle as outlined in the Salaries and Renumeration commission- SRC circular.
