KAKAMEGA COUNTY: IT'S A C+ (PLUS) IN BARASAVULA RATINGS.
FERNANDES BARASA INDEX: 037 MEAN GRADE C+ AGP 51
ONE year in office, Kakamega Governor Fernandes Barasa and his deputy Ayub Savula have secured a total of 51 points and mean score of C+(Plus) in performance ratings.
The ratings are as a result of performance of his cabinetCECMs and Chief Officers (COs) in particular positions.
This is coming when there is talk of an impending reschuffle of Ministers and their accounting officers aimed at, according to an insider, enhance service Delivery.
This reschuffle could see at least two COs dropped, a CECM removed and several movement from departments.
In position one with an A-(minus) is Ministry of Sports culture and Youth Affairs for seamlessly hosting the just concluded National Soccer games without hitches, the Ministry officials proved that they can deliver at a short time and limited budget.
Respondents hailed the Ministry for playing along to expose Bukhungu Stadium and the football talent to the world for future engagement.
Office of Governor headed by Chief Officer Joshua Kutekha came second with a B+ (plus). This is due to timely coordination between ministries and good arrangements of functions by the head of the County.
At number three was Penina Mukabana's Water environment and natural resources. B-(Minus). This was hailed for wadging into the controversial KACWASCO fiasco and ending the open disagreement witnessed when the government was settling down.
Insiders say unlike at the past when dictatorship was the order of the day in KACWASCO leadership, the current bosses have focused on service delivery and not insider wars.
Trade Ministry led by the Deputy Governor Ayub Savula scooped position four with a C+(Plus) this was attributed to automation of revenue collection and sealing loopholes of revenue pilferage there fire limiting expenditure at source as witnessed previously.
Efforts by the Ministry to open up own source revenue avenues proved fruitful a thing that has seen a slight improvement in revenue collection according to figures supplied.
Public service and Administration CEC M Lawrence Omuhaka was rated position five with a mean grade of C (plain).
This office, divided into two with COs Dorine Omwogi (Public Administration) and HR Guru Madam Prisca Otipa (public Service), was hailed for standard and we'll deserved promotions of county workers amid standardized salary scales eliminating previous disparities in earnings.
Remember in the last ten or so years, promotions of County workers from one Job Groyo to another had been made to stall thereby preventing progression.
Medical Services Ministry scored a D+(Plus) and this was attributed to the current hue and cry amongst medical Practitioners across the county amid a strike notice issued by nurses and doctors.
Insiders say health workers had lost trust in the Ministry leadership for what they termed as "high handedness and interference" in union matters and again "harpharzad and score-settling transfers"

Its on record that Governor Fernandes Barasa has anchored his six point agenda and re-election on performance of the Medical Services Ministry and there is need for immediate intervention thru open talk to health workers most who fear expressing their opinions because they could be victimised.
On and Off availability of essential drugs and services has also contributed to the dismal show by the Ministry one year since the governor took over the reigns of power.
Its sister Ministry of Public Health and Sanitation was not ratted because of "very little activity reported by those concerned"
Ministry of Education scored a mean grade of D (plain) due to it's inability to stabilize ECDE, lack of supervision despite the county investing in millions in the last budgetary allocation.
Despite the fact that the Ministry is led by EX Secondary Principal Godfrey Owuor, respondents described as "clueless joy riders" officers especially as far as basic education supervision was concerned.
Respondents claimed the mishandling of transfer and recall of ECDE tutors was proof enough that millions allocated could be going to waste as the Saud "joy- riders" enjoy government stipends
Other ministries, CECMs and COs who were not rated due to little knowledge on their duties or outright incompetence included Dr. Phitalis Were Masakhwe - Chief Officer Risk Management and Service Delivery, Eng. Joseck Maloba Chief Officer Technical Services Unit, Adan Ahmed Mohammed - Chief Officer Financial Management.
Others who are yet to prove a foothold in their areas of socialization included
Land Administration, Survey and Housing, Urban Areas and Physical Planning, Social and Children Services, Gender and Culture.
