POLICE INCIDENT REPORT LUANDA POLICE STATION

ON THE 8TH/ 8/ 2023 AT ABOUT 1900HRS AT LUANDA TOWN THE SCCIO (Sub County Criminal Investigation Officer) LUANDA Chief Inspector JOSPHAT MUIA WAS ON A ROUTINE PATROL ALONG KISUMU-BUSIA ROAD WITH OTHER THREE SCCIO LUANDA OFFICERS ON BOARD A CIVILIAN MOTOR VEHICLE KCG 436L THEY NOTICED ANOTHER VEHICLE WITH UNKNOWN PEOPLE INSIDE BRANDISHING A PISTOL IN A MANNER TO CLEAR THE ROAD.
THE OFFICERS PAVED WAY FOR THEM PUT DOWN THE REGISTRATION NUMBER AS KDA 756P MAKE PRADO BLACK IN COLOUR . JUST A SHORT DISTANCE AHEAD, THE SCCIO OFFICERS NOTICED THE SAME VEHICLE AND DECIDED TO STOP TO INQUIRE AND IDENTIFY THEMSELVES TO THE OCCUPANTS OF THE VEHICLE AS OFFICERS FROM SCCIO LUANDA ONLY FOR THE SAME TO TURN RUDE AND REFUSED TO COMPLY EVEN AFTER THE SCCIO OFFICERS IDENTIFIED THEMSELVES.
CONSEQUENTLY,THE OFFICERS MANAGED TO DISARM ONE OF THE PERSON. AS THE CONFRONTATION ENSUED, ONE OF THE DRIVER CALLED FOR REINFORCEMENT SHORTLY CAME A MOTOR VEHICLE WHICH HAD THREE OCCUPANTS FROM HIS OTHER GROUP WHO CAME INCITING THE MEMBERS OF THE PUBLIC MANHANDLING AND ASSAULTED THE SCCIO WHO SUSTAINED INJURIES ON THE CHEST AND EYES, AFTER HE WAS FROGMATCHED BY THE ASSAILANTS DEMANDING FOR THEIR FIREARM WHICH WAS EARLIER DISARMED FROM ONE OF THEM BE RETURNED. THEY MANAGED TO SANDWICH THE SCCIO IN ONE OF THEIR PRADO CARS THREATENING TO THROW HIM AT RIVER YALA. ON THE PROCESS SGT. BARAZA CALLED FOR REINFORCEMENT FROM THE POLICE STATION WHEREBY THE STATION LAND CRUISER REG. NO. GKB 202T OF LUANDA POLICE STATION WITH OFFICERS LED BY IP. EDWIN NYABUTO FROM LUANDA POLICE STATION MANAGED TO RESCUE THE SITUATION AND ESCORTED THE CONFRONTING PARTIES TO THE STATION.
AT THE STATION, ALL THE PARTIES WERE INTERVIEWED AND IT WAS
ESTABLISHED THAT THE ASSAILANTS WERE IDENTIFIED AS POLICE OFFICERS ON VIP PROTECTION DUTIES CURRENTLY ATTACHED TO HON. FERNANDES BARASA GOVERNOR KAKAMEGA COUNTYPOLICE.
AFTER PRELIMINARY INVESTIGATIONS AND INTERVIEWS, THE FOLLOWING WERE ARRESTED AND PLACED IN POLICE CUSTODY PENDING FURTHER INVESTIGATIONS.
1. NO. 99512 PC EDWIN JUMA OF HARAMBEE POLICE STATION IN KAKAMEGA WITH A JERICHO PISTOL S/NO. KE-KP 45302268, WITH 15 ROUNDS 9MM OF AMMUNITION.
2. NO. 244633 PC JACOB WAMALWA OF KAKAMEGA CENTRAL POLICE STATION WITH A CESKA PISTOL S/NO. KE-KP-G6008 WITH 15 ROUNDS 9MM OF AMMUNITION.
3. NO. 240604 PC DANCUN OGWENO FROM KAKAMEGA CENTRAL POLICE STATION WITH A JERICHO PISTOL S/NO. KE-KP 44333299 WITH 15 ROUNDS 9MM AMMUNITION.
4. A CIVILIAN DRIVER NAMELY ENOCK ACHAMI AN EMPLOYEE OF COUNTY GOVERNMENT OF KAKAMEGA
ADDITIONALLY, THE TWO VEHICLES WERE DETAINED; REG. NO. KDA756P AND KCW 322P BOTH TOYOTA PRADO BLACK IN COLOUR. A POCKET PHONE (KENWOOD) WAS ALSO RECOVERED FROM THEM.THE ARRESTED OFFICERS AND ONE CIVILIAN WERE PLACED IN POLICE CELLS IN LUANDA POLICE STATION AWAITING TO BE ARRAIGNED IN COURTS TOMORROW FOR THE OFFENCES OF ASSAULT, INCITING MEMBERS OF PUBLIC INTO VIOLENCE AND ABDUCTING A POLICE OFFICER. THE SCCIO WAS TREATED AND DISCHARGED.
